Smart City ™ project: eCity @ eMunicipality with the realization of the Smart concept e- (City) + e- (Municipality) through funding under URBACT III, H2020-EU.3.6. – SOCIETAL CHALLENGES and through other Operational Programs 2013-2020

Black Sea Economic Zone Cluster (BSEZC) are looking for partners and beneficiaries of municipalities to implement the project „Smart City ™ project: eCity @ eMunicipality with the realization of the Smart concept e- (City) + e- (Municipality) “ or under the projects in a given city of Europe for contact: or

The project will include the following subprojects:

1) Smart City ™ e-Municipality (Electronic Municipality) is a key agent of the network society and integrated eGovernment portals (eGovernment).

Major goal: Improve and accelerate the services provided to the citizens and the businesses, with the development of a Hybrid Cloud e-government with the application of the Smart concept e- (City) and e- (Municipality), i.e. „Smart city“ by integrating all portals, e-services, municipal administration, networking society, non-governmental and governmental organizations (project partners) and citizens in a common electronic environment for modeling, upgrading, communication and mediation.

Major activities on the subproject will include:

  • Development of a reference model for optimization of administrative processes in a given municipality (or group of municipalities);
  • Development and implementation of program environment and Hybrid Cloud;
  • Development and upgrading of an Internet-based integrated portal with unified vision and standardized access to services and information. Upgrading to a working hybrid cloud (Hybrid Cloud) and subportals „Clever“ e- (City) and e- (Municipality) i.e. „Smart city“ (e-municipality);
  • Development of mobile application and mobile template;
  • Creation of an Administrative Information Service Center. Creation of a Public Information Service Center for public awareness, effective service and training of target groups.
  • Creation of places for public access to e-services with capabilities for e-communication, e-mediation and accessibility for people with impaired vision. Creation of feedback systems for users of administrative services and realization of visual public indicators (showing indicators for evaluation, statistics and user satisfaction).
  • Creation of an „Interactive Map“ of investment projects in the city and the region. Creation of a ‘Digital map’ for Partners, NGOs and other Guides. Creation of an „Interactive Map“ of public issues and other measures.

2) Smart City ™ Urban Risk Floods (Intelligent system for Flood/Risk Monitoring in Cities).

General goal: Establish an effective flood risk management mechanism by providing timely information for informed decision-making by the responsible institutions and for informing citizens of disaster risk in real-time.

Major activities on the project:

  • Development of a water management information system (GIS) including: delivery, installation, testing and maintenance of monitoring equipment (automatic stations).
  •  Implementation and integration of GIS with information channels like Twitter, Facebook and others;
  • Establishment of Monitoring and control dispatch Center. Other measures.

Major results upon completion of the project:

  • Developed water management information system which will provide up-to-date information on the water levels of the rivers and dams and for the amount of rainfall in the municipality (or municipalities).
  • Delivered specialized equipment for continuous measurement of the water level of rivers, reservoirs, rainfall as well as the implementation of 24-hour monitoring of the water basins;
  • Creation of flood forecasting models for prevention and undertaking timely measures to limit damages;
  • Prepared flood action plan of municipality (municipalities);
  • Completed trainings of the representatives of the stakeholders and the population of the municipality for working with the information system, as well as for undertaking adequate measures in case of floods and other disasters.


3) Smart City ™ Project Air @ Noise Monitoring = Air Quality Analysis @ Noise Monitoring in a City

General goal: Create an effective risk management mechanism for gas polution by providing timely information for informed decision making by responsible institutions and informing citizens of the risk of chemical gassing, major industrial fires and other disasters, as well as for control of noise.

Major activities on the project:

o  Installation of servers, ITC, PO and equipment;

o  Installation of fully autonomous sensors for measurement of nitrogen dioxide (NO2), carbon monoxide (CO), temperature monitoring, noise measurement and other parameters.

o  Installation and tuning of GIS (second phase);


4) Smart City ™ Traffic – Intelligent Transport System for optimizing the city traffic

General goal: Undoubtedly, one of the key components of Smart City ™, is an intelligent transport management system that optimizes the city traffic by displaying the real-time traffic situation on information panels on streets or on citizens’ smartphones, showing optimal routes, congestions, crashes, repair works and providing other useful features and information.

The project will enable each user through installation of an application on the smartphone to report crashes, holes, repair works and other hazards he/she sees on the road, and get alerts on his/her route for congestion and other hazards.

Major results on completion of the project:

  • Full awareness of what’s happening on the road in town and area in real time
  • Partners receive quick and up-to-date information on incidents and other dangers along the way.
  • Increased effectiveness of responding to accidents and injuries
  • By using App (applications), it will be possible to accurately indicate and check where the incidents occur. This will create conditions for faster response and clearing of the road
  • Reduction of the traffic load in city and district.
  • By redirecting traffic to other routes in real-time the users will avoid closed roads and incidents’ sites
  • It will be possible to implement the necessary infrastructure solutions according to the analysis of the data accumulated.
  • It will be possible to identify the places with frequent congestions and hazards and to take meaningful urban decision for their speedy solution.
  •  The Dispatch Center for Traffic Control (CTC) will become possible to create.

The Benefits of Implementing the Traffic Management System:

  • Reduce travel time from point „A“ to „B“ by up to 20%.
  • Reduce transport emissions by up to 25%.
  • Reduce fuel costs by 7-9%.
